Powering Namibia’s Sustainable Future

The Energy Planning and Research Division conducts in-depth research and analysis to inform sound energy policy decisions in Namibia.

Energy Data Collection and Analysis: Gathering and analyzing data on power generation, transmission, distribution, and energy resource development (including renewable sources).
Policy Development and Review: Identifying gaps in existing energy policies and recommending necessary updates.
Project Planning and Evaluation: Developing and evaluating project identification forms (PIFs) for energy projects.
Regional Energy Data Collaboration: Coordinating with the SADC Secretariat to contribute to a regional energy database.
Monitoring and Evaluation: Developing indicators to track progress towards achieving national energy goals.

National Integrated Resource Plan (NIRP):

  • A 20-year plan outlining the future of Namibia’s electricity supply industry.
  • Currently under review to incorporate the latest market trends and policy developments.

National Electrification Policy (NELP):

  • A roadmap for expanding access to electricity for all Namibians, aligned with sustainable development principles.
  • Currently under development, considering existing policies and future plans.

National Electrification Funding Portfolio (NELFP):

  • Aims to create a centralized fund to finance electrification projects through diverse funding sources.
  • Will leverage existing resources and attract private investment to accelerate electrification efforts.

National Energy Affordability Study:

  • In collaboration with the World Bank, conducted a National Energy Affordability Study to assess the affordability and accessibility of energy solutions across Namibia. This study provides critical insights into the availability and utilization of energy resources among households, communities, public institutions, and enterprises.
  • Currently, according to census data,approximately 59.5% of households in Namibia have access to electricity.This includes 46.9% connected to the main grid,0.2% using generators, and12.4% utilizing solar power.Access is notably higher in urban areas (77.3%) compared to rural areas (37.9%). Therefore, this study is part of a broader effort to achieve universal electricity access by 2040, as the findings inform policy decisions and strategic initiatives aimed at enhancing energy access and sustainability nationwide.

Energy Database Management System (EDMS):

  • Developing a centralized system to store, manage, and analyze energy data from various sources.
  • This will improve data accessibility for decision-makers, investors, and researchers.
  • Removal of Energy Database Management System (EDMS). This has been put on hold due to capacity issues in developing the database.

Geospatial Least Cost Electrification Planning tool (GLCEP):

  • The World Bank is supporting the Ministry of Mines and Energy by providing analytical tools, including the Geospatial Least Cost Electrification Planning tool (GLCEP), which helps determine the most economical options for extending electricity services throughout the country. These insights feed into the National Electrification Strategy (NES), which serves as a guide in achieving universal access.
