At the Ministry of Mines and Energy, we ensure that accessing mineral rights is as straightforward as possible. As the custodians of Namibia’s natural resources, we are committed to serving the public with transparency and fairness, while making it easier for individuals and businesses to apply for mineral rights.
Through our Department of Mines, we oversee the issuance of six main types of mineral rights. These include:
- Non-Exclusive Prospecting Licence (NEPL)
- Mining Claims
- Reconnaissance Licence
- Exclusive Prospecting Licence (EPL)
- Mineral Deposit Retention Licence
- Mining Licence
We have simplified the application process and reduced waiting periods, allowing applicants to receive approvals on time. For example:
- Non-Exclusive Prospecting Licences (NEPL) can be issued within a day after receiving the application.
- Mining Claims are processed within seven days after all required documents are received.
- Reconnaissance Licences, EPLs, and Mineral Deposit Retention Licences take three to four months to issue.
- Mining Licences are approved within six to twelve months, depending on the complexity.
Applying for a mining claim, which is reserved for Namibians only, involves applying to the Mining Commissioner in the prescribed form. Claims must be registered within 21 days of being pegged, and an application fee is required.
In Namibia, any rights related to reconnaissance, prospecting, mining, sale, or control over minerals are vested in the state, as outlined in the Minerals (Prospecting and Mining) Act of 1992. These rights are administered by the Mining Commissioner, ensuring that all activities comply with the law.
