Directorate of Downstream Petroleum Affairs: Securing Namibia’s Future

The Directorate of Downstream Petroleum Affairs is responsible for ensuring a reliable and affordable supply of petroleum products to Namibia while minimising the environmental impact of petroleum resource exploitation. Our mission is to promote sustainable petroleum activities and create value for society through responsible resource management.
Upstream vs. Downstream: Upstream involves the exploration, drilling, and production of crude oil and natural gas. Downstream includes refining, processing, storage, transportation, and marketing of petroleum products.

Divisions

  • Regulation, Compliance, and Economics: Oversees regulatory compliance, economic analysis, and industry standards.
  • Petroleum Exploration and Production: Supports petroleum exploration and production activities.
  • Petroleum Supply and Distribution: Monitors the supply and distribution of petroleum products.

Objectives

  • Policy Development: Develop and implement policies for petroleum exploration, development, and production.
  • Industry Promotion: Encourage and support petroleum activities in Namibia.
  • Research and Development: Conduct geological and geophysical research for petroleum exploration.
  • License Management: Participate in license negotiations and awards. Industry Oversight: Monitor the activities of oil companies operating in Namibia.
  • Capacity Building: Develop local capacity in the petroleum sector.
  • Investment Climate: Create a favorable investment climate for the petroleum industry.
  • Petroleum Security: Ensure a secure and reliable supply of petroleum products.
  • Price Regulation: Regulate, adjust, and equalize fuel prices.
