A Strategic Focus

The Controlled Minerals and Mineral Development Division within the Ministry of Industries, Mines and Energy plays a crucial role in ensuring the sustainable and responsible management of Namibia’s mineral resources.

Through our dedicated efforts, the Controlled Minerals and Mineral Development Division contributes to the sustainable and responsible management of Namibia’s mineral resources, promoting economic growth and development while safeguarding the environment.

Primary Focus

  • Royalty Guidance: Providing information and guidance to Mineral Rights Holders (MRH) on royalty rates and payment requirements.
  • Uranium Safeguards: Evaluating and assessing long-term uranium sales, purchase, and exchange agreements to protect Namibian uranium ore.
  • IAEA Reporting: Providing information and guidance on IAEA reporting requirements.
  • Statutory Reporting: Assisting MRH in completing monthly and annual reports accurately.
  • Export Permit Verification: Ensuring that Namibian minerals are traded at fair market values through export permit verification.
  • Industry Analysis: Producing quarterly and annual reports on performance of the mineral sector.
  • The division collects, process, manage, analyse & share mineral statistics (labour, production & sales) with internal & external stakeholders”.

Mandate

  • Research and Analysis: Conducting research and analysis on mineral industry, marketing, exports, monitor and verify mineral and metal prices.
  • Policy Recommendations: Providing informed policy recommendations to the government on emerging issues in the mineral sector.
  • Safeguards Implementation: Ensuring compliance with safeguards and liaising with the International Atomic Energy Agency (IAEA).
  • Cost Analysis: Conducting cost analysis of mining operations, including milling, smelting, refining, transportation, and treatment processes.
  • Information Dissemination: Providing relevant information on mineral commodities to key stakeholders, including the Bank of Namibia, National Planning Commission, US-British Geological Survey, International Lead and Zinc Study Group, World Bureau of Metal Statistics, and potential investors.

Verification Activities

  • Conducting routine and ad hoc verification activities to ensure accurate reporting of mineral production and royalties.
