Division Weights, Measures and Standards: Training and Accreditation

The Division of Weights, Measures, and Standards, under the Ministry, is responsible for administering and enforcing the Liquor Act, 1998, which controls the sale and supply of liquor in Namibia. This mandate requires the training of key stakeholders to ensure uniformity and effectiveness.

Separately, the Ministry of Industries, Mines and Energy (MIME) serves as the National Focal Point (NAFP) for the Southern African Development Community Accreditation Services (SADCAS). In this capacity, the MIME conducted a market survey on accreditation to assess the national status of conformity assessment bodies (CABs), explore the potential for a national accreditation body, and ensure the country’s SADCAS membership fee reflects its actual market size.

Liquor Act Training

  • Mandate: To train newly appointed Regional Liquor Licensing Committee (RLLC) members to ensure they can fully and uniformly administer and enforce the Liquor Act, 1998, on behalf of the Ministry.
  • Capacity Building (NAMPOL): To train Namibia Police Force (NAMPOL) Trainer of Trainers (TOTs), enabling them to conduct internal training sessions across all police stations for effective law enforcement of the Act.
  • Assessment and Improvement: To gather information on the current implementation process and challenges faced by both the RLLCs and law enforcement to propose mitigation measures for improving the Act’s effectiveness.

Market Survey on Accreditation

  • SADCAS Role: MIME serves as the National Focal Point (NAFP) for SADCAS, the multi-economy accreditation body for SADC member states without national accreditation bodies.
  • Market Assessment: To conduct a market survey to determine the national status of accredited bodies and identify potential new prospective bodies interested in accreditation.
  • Scope Expansion: To expand the scopes of existing accreditation to ensure they cover the real needs of the country.
