The Exploration, Production, and Promotion Division within the Office of the President, since 2025, plays a vital role in supporting the sustainable development of Namibia’s petroleum sector. Our services focus on strengthening institutional arrangements, promoting exploration activities, and ensuring responsible resource management.

Key Services

Institutional Capacity Building: Strengthening the institutional framework and capacity of the petroleum sector to ensure effective and efficient operations.
Resource Management: Promoting responsible resource management, including environmental and revenue management.
HSE Management: Ensuring compliance with health, safety, and environmental standards in the petroleum sector.
Exploration Licenses: Issuing exploration licenses to potential investors for conducting reconnaissance and exploration operations.

Types of Exploration Licenses

Reconnaissance License: Authorizes the holder to conduct reconnaissance operations within specified blocks.
Exploration License: Grants exclusive exploration rights within specified blocks, subject to terms and conditions.

Production Licenses

Application Process: Holders of exploration licenses can apply for production licenses within two years of a petroleum field declaration.
Ministerial Approval: The Minister may grant extensions to the application deadline.
