The Ministry of Industries, Mines and Energy (MIME) is the engine driving Namibia’s sustainable economic transformation. The Driving Force Behind Namibia’s Industries, Mining, and Energy Sector

Our dedicated team of senior officials provides strategic leadership and guidance to the Ministry of Industries, Mines and Energy. Their expertise and experience are instrumental in shaping the policies and initiatives that drive industrial diversification, trade promotion, and the sustainable growth of the mining and energy sectors.

Deputy Minister of Industries, Mines and Energy

Hon. Gaudentia Kröhne

Hon. Kröhne supports the Minister in ensuring the implementation of the Ministry’s programmes and policy direction. She champions inclusive participation in the mining and energy sectors, enabling industrial development and advocates for initiatives that strengthen local beneficiation, promote renewable energy adoption, and empower women and youth in entrepreneurship. Her role ensures that policy decisions translate into tangible improvements of the livelihoods and national development of the Namibian people.
Executive Director of Ministry of Industries, Mines and Energy

Moses Pakote,

Mr. Pakote serves as the administrative head and Accounting Officer of the Ministry, responsible for the overall coordination, planning, and execution of its strategic objectives. He is responsible for ensuring efficient management of financial and human resources, overseeing the implementation of Cabinet and ministerial directives, and provides operational leadership across all technical departments and directorates. His office plays a pivotal role in maintaining service delivery standards that support the Ministry’s broad mandate.
Deputy Executive Director of Mines

Erasmus Shivolo

Mr. Shivolo oversees the Department of Mines, providing leadership in mineral exploration, licensing, compliance, and technical supervision of Namibia’s mining sector. He ensures that exploration and mining activities adhere to national legislation, environmental standards, and social responsibility frameworks. His work further promotes responsible mining and sustainable resource development, positioning Namibia as a leading mining investment destination in Africa and the world.
Deputy Executive Director of Geological Survey

Gloria Simubali

Ms. Simubali leads the Geological Survey of Namibia, the national custodian of geoscientific data and research. She manages programmes in geological mapping, mineral exploration, seismology, and environmental geoscience, providing the technical foundation for decision-making in the mining and energy sectors. Under her guidance, the GSN continues to enhance Namibia’s reputation for scientific excellence and reliable resource information.
Director of Mines and Mining Commissioner

Isabella Chirchir

Ms. Chirchir heads the Directorate of Mines and serves as Namibia’s Mining Commissioner. She is responsible for administering the Minerals (Prospecting and Mining) Act 1992 (Act No. 33 of 1992) by ensuring the issuance of mineral rights, maintaining the national mineral rights register, and ensuring compliance with the Act. Her leadership upholds transparency and accountability in mineral governance and supports the development of a modern, inclusive, and environmentally responsible mining industry.
Director of Diamond Affairs and Diamond Commissioner

Miina Auene-Gahutu

Ms. Auene-Gahutu heads the Department of Diamond Affairs and serves as Namibia’s Diamond Commissioner. She is responsible for the regulation of the diamond industry in accordance with the Diamond Act, 1999 (Act No. 13 of 1999) by overseeing licensing, import and export controls, and value-addition initiatives in cutting and polishing. Her leadership ensures that Namibia’s diamond resources are managed responsibly and contribute equitably to national development and employment creation.
Director of Energy

John Titus

Mr. Titus leads the Directorate of Energy, which is responsible for formulating and implementing national energy policies and strategies. His work focuses on promoting sustainable energy development, expanding electricity access, supporting renewable energy initiatives, and strengthening energy security. Through his leadership, the Directorate advances Namibia’s energy transition towards cleaner, affordable, and reliable energy for all.
Director of Energy Funds

Anna Libana

Ms. Libana manages the Directorate of Energy Funds, which administers the National Energy Fund and the Solar Revolving Fund. She oversees the financing of energy projects, manages the slate account, and facilitates access to energy technologies in rural and off-grid communities. Her role ensures that Namibia’s energy development remains inclusive and financially sustainable.
Director of Administration Services

Nangombe Iiyambo

The Directorate of Administration Services provides essential administrative support to the Ministry through human resource management, financial administration, procurement, information technology, records management, and auxiliary services. The Directorate plays a critical role in maintaining efficiency, accountability, and the smooth functioning of the Ministry’s operations.
Director of Commerce

Diina Nashidengo

Ms. Nashidengo heads the Directorate of Commerce in the Ministry. Her portfolio focuses on strengthening Namibia’s domestic trade environment by promoting fair competition, protecting consumer rights, and facilitating business growth. She oversees the implementation of policies related to trade regulation, product standards, business registration, and intellectual property. Through her leadership, the Directorate fosters a dynamic and competitive commercial sector that supports Namibia’s “Growth at Home” strategy.
Director of Mapping and Geo-Information

Filadelphia Mgingeneeko

Ms. Filadelphia Mbingeneeko is responsible for managing the Directorate of Mapping and Geoinformation. She leads the team that produces and manages the country’s official maps and geographic data. Her work ensures that accurate location and land information is available to support planning, development projects, service delivery and national decision-making. She promotes collaborations with public institutions, academia and industry to ensure accurate and accessible spatial information for national development.
Acting Director, Industrial Development

Pinehas Shinyala

Mr. Shinyala serves as Acting Director of Industrial Development, guiding the implementation of Namibia’s industrialisation agenda. His Directorate is responsible for promoting value-addition manufacturing, support to micro, small and medium enterprises (MSMEs), and driving industrial diversification. He leads programmes that enhance productivity, create jobs, and expand Namibia’s industrial base through strategic investment and public-private partnerships. His work is central to realising the Ministry’s goal of building a competitive and inclusive industrial economy
